Fellows of Lateef Jakande Leadership Academy (LJLA) deepened their understanding of governance, public policy, digital innovation, and human capital development during a series of high-level institutional engagements in Kigali, Rwanda, as part of the Academy’s International Policy Study Tour.
The study visit provided the Fellows with a unique opportunity to engage directly with key public institutions driving Rwanda’s development agenda, offering practical insights into the policies, systems, and leadership approaches that have shaped the country’s transformation across governance, education, and technology.
As part of the engagements, the Fellows met with officials from Rwanda’s Ministry of ICT and Innovation, the Information Society Authority, the Ministry of Education, and the Rwanda TVET Board, where they explored the country’s strategic approach to digital transformation and skills development.
Discussions focused on Rwanda’s investments in technology, innovation, and digital public infrastructure, highlighting how these have enhanced public service delivery, improved government efficiency, and supported inclusive economic growth. The sessions also examined the country’s education and technical and vocational training reforms, demonstrating how forward-looking policies are equipping citizens with the knowledge, technical competencies, and entrepreneurial mindset needed to succeed in an increasingly competitive global economy.
The Fellows also visited the Parliament of Rwanda, where they held a high-level engagement with the Deputies Committee on Governance Affairs and Gender. The interaction provided valuable insights into Rwanda’s legislative processes, parliamentary oversight responsibilities, and the institutional mechanisms that promote accountability, transparency, and effective governance.
The discussions further examined Rwanda’s commitment to advancing gender equality and strengthening inclusive representation within its democratic institutions, offering the Fellows a broader perspective on the role of Parliament in shaping public policy, safeguarding democratic values, and driving sustainable national development.
Throughout the study tour, the Fellows reflected on the importance of strong institutions, visionary leadership, and long-term policy planning in building resilient societies. The engagements reinforced the interconnected role of effective governance, innovation, education, and human capital development in delivering sustainable national progress.
The International Policy Study Tour forms part of Academy’s commitment to exposing its Fellows to global best practices and successful governance models that broaden their perspectives and strengthen their capacity for public leadership. By learning from institutions that have successfully implemented transformative policies, the Fellows are better equipped to develop contextually relevant solutions and contribute meaningfully to governance and development in Nigeria.
